Covid 19- Can Townships be locked down

The first of Covid 19 has been recorded in the Khayelitsha area over the weekend leaving many concerned. Health experts and government have long expressed concern that any infection in the township will have a catastrophic effect on impoverished communities. Experts have warned that the virus could spread rapidly due to a lack of proper sanitation and water. Now we saw many reports stating that many are not adhering to the rules implemented by President Cyril Ramaphosa, but how does one lock down townships and informal settlements, and is this even possible?
