Why is the City spending R4.5 million on the switching of the lights?

The City of Cape Town is preparing for the annual switching on of the festive season lights in Adderly Street - a massive event in the CBD. According to the Cape Argus, this event is gonna cost a whopping R4.5 million rand. The City has said they pulling in some big artists for the event on the 1st December.
