Drunk and high learners are in the news since the director of education in the Oshana region, Hileni Amukana, said she has received reports that learners arrive at school under the influence of liquor and drugs. There are also those who drink and smoke between classes. She says some of the learners say they cannot make it through the school day without a cigarette or drink. According to her some learners in grade 8, who are between the ages of 14 and 20, are already addicted.
