Saskatchewan doesn’t have legislation preventing employers from using replacement workers during a strike or lockout — something that’s back in the spotlight as Federated Co-op and Unifor return to the bargaining table at the Regina refinery. University of Saskatchewan political studies professor Charles Smith joins Evan to explain why Saskatchewan has resisted so-called anti-scab legislation, how the rules affect the balance of power in a labour dispute and what we can learn from provinces that have banned replacement workers.
