Many Canadians say they've lost confidence in politics and are looking for ways to make government more accountable. A new paper from Lydia Miljan, senior fellow at the Fraser Institute and author of Term Limits for Parliamentarians, argues that practical changes like a 12-year term limit for federal politicians could strengthen Canadian democracy without reopening the Constitution.
