The Portfolio Committee on Higher Education and Training has warned Universities and TVET colleges against using internationalisation as a reason to bypass labour and immigration laws, while also raising concerns about weak oversight, poor data reliability and gaps in accountability. Parliament has stressed that the employment of foreign nationals must be aligned with genuine scarce skills needs and must not come at the expense of qualified South Africans.
At the same time, official data shows that foreign academics make up less than eight percent of the workforce, with most contributing to teaching and research, particularly in critical fields.
