The 2030 Reading Panel led by former Deputy President Phumzile Mlambo-Ngcuka has revealed that 82% of Grade 4 children across the country cannot read for meaning. During the release of the report, Dr Mlambo-Ngcuka said that when it comes to reading, there is a need for massive investment so that the country can break the back of the problem so that it does not persist.
