Tshabalala who explores the notion of a performing state with former public servant,
Ketso Gordhan who today is still devoted and committed to public service.
In exploring how we should be understanding the notion of a performing state, Gordhan highlights some elements including, having ethical and principled leadership which has some moral authority; politicians that care about people but more importantly, having senior public officials who are appointed within a merit-based system on the basis of values, skills and experience.
This, he argued is key to building a professionalised public service. Other factors to be considered include having a regulatory environment which encourages people to do things rather than not to do things. Gordhan also explores how we should and how important is skills and/or competence to a performing state.
