Rwanda is currently commemorating 24 th anniversary of the 1994 Tutsi genocie which claimed the lives of almost one million people in 100 days. As the country reflects on the history of policy and practice of memory , two questions are especially pertinent. How has Rwanda engaged in various forms and have these processes been meaningful.
