Global education experts have raised concerns with a newly proposed'' Education Outcomes Fund'' initiative which seeks to raise 1 billion US dollars to transform education by paying for results achieved in Africa and the Middle East. Civil society organisation Global Campaign for Education says this initiative will distract attention from the development of Africa and Middle East education sector and exacerbates discrimination against most disadvantaged children.
